Noe is a first-year PhD student in Public Affairs (Security Studies) at the School of Public and International Affairs. Her research interests include foreign aid and development policy in international security. She received an M.Phil. in European Politics and Society from the University of Oxford before working as a humanitarian data analyst for the International Organization for Migration – UN Migration in South Sudan.
